05 Nisan 1971 yılında Sakarya'nın Pamukova ilçesinde doğdu. 1991-1997 yılları arasında Bursa Uludağ Tıp Fakültesinde eğitim aldı. 1998-1999 yılları arasında Beyoğlu Eğitim ve Araştırma Hastanesi Üroloji Kliniğinde üroloji asistanı olarak görev yaptı. 1999-2003 yılları arasında Bezm-i Alem Valide Sultan Vakıf Gureba Eğitim ve Araştırma Hastanesi Üroloji Kliniğinde üroloji asistanı olarak görev yaptı. 2004-2010 Bakırköy Dr. Sadi Konuk Eğitim ve Araştırma Hastanesi Üroloji Kliniğinde uzman doktor olarak çalıştı. 2010 yılında Doçent Doktor ünvanı aldı. 2013 yılında Klinik İdari Sorumlusu oldu. 2014 yılında Klinik Eğitim ve İdari Sorumlusu oldu. 2017 Ocak ayında Profesör Doktor (T.C. Sağlık Bilimleri Üniversitesi Bakırköy Dr. Sadi Konuk Eğitim ve Araştırma Hastanesi) ünvanı aldı. 2014-2018 yılları arasında Sağlık Bilimleri Üiversitesi üroloji Kliniği Eğitim ve İdari sorumlusu olarak çalışmıştır. Kendi geliştirdiği Robotik Cerrahi ameliyat metodu ‘’Tuğcu Bakırköy Tekniği’’ ismi ile Dünya Tıp Literatürüne girmiştir. Türk ve yabancı 90 Üroloji uzmanına Robotik ve Laparoskopik Cerrahi üzerine eğitim vermiştir. Uluslararası dergilerde yayınlanmış 97 adet bilimsel yayını , Ulusal dergilerde yayınlanmış 60 adet bilimsel yayını bulunmaktadır.Prof. Dr. Volkan Tuğcu, hastalarını Maçka’da bulunan muayenehanesinde kabul etmekte, ameliyatlarını ise Liv Vadi Hospital’da gerçekleştirmektedir. Evli, bir kız ve bir erkek iki evlat sahibidir.
